Inkscape Vector Illustrator
Inkscape is an illustration program that, by default, uses the SVG format. This format enables you to resize your drawings to almost any size without loss of quality. It has a helpful Tutorials section in it's Help menu which will get you started in no time at all (see 'Further Reading' at the end of this page).
