On systems that use a wireless device in 2.4 GHz (typically 802.11b or g), all Amateurs have privileges on that bandwidth (the exact privilege depends on the license). The ARRL have started a project called HSMM to organize operation using 'wireless' devices. At this time I don't know how this project is going. Icom (a manufacturer) has a series of products called D-Star that operate on this and other frequencies. Note that WEP or WPA is not allowed. Amateur Radio broadcasts cannot be encrypted.

Available Software

None that is specific, but any software that can be used with PC's and 'wireless' devices is allowed.
